“The Plateau,” constructed of perforated-metal and concrete arranged to form tabletops and benches, by New York artist Andrea Blum, was installed last fall on 40th Street between Locust and the Philadelpia Library branch at Walnut Street under the city’s 1 percent for art program—to decidedly mixed reviews.
